
Dagnija has a professional experience of more than thirty years. She has undertaken a large number of successful local and international projects on energy efficiency, renewable energy sources and energy policy. She is specialised in energy management, demand side management and cleaner production, with a string background on thermodynamic, heat transfer and building physics.
Dagnija is a charismatic and widely recognised expert in the energy sector, with outstanding negotiation and moderation skills. She lives in Riga and speaks Latvian, English and Russian.
She started her professional carrier as a Senior Lecturer at the Riga Technical University (RTU) and then becoming a Professor, head of Division Energy Systems and Environment.
For the University she has fully developed the study programmes currently available at the Institute of Energy Systems and Environment of Riga Technical University.
As an expert for Latvian Ministry of Environment and Regional Development, she provided technical support for the Climate Change Financial Instrument programme (Green Investment Scheme), in particular to the action in the building sector. As expert of the Ministry of Economics she has been consulting of the transposition of the EPBD, ESD and RES Directives.
